One of the early step in running a Six Sigma project is Project Chartering. Project Charter itself is a document explaining a purpose or objective and background of a project. Also included in the Charter are improvement team involved in the project and project plan (scheduling).
Part of this Project Charter is completed by a “top-level” team who assign the project to a specific improvement team (usually led by a Green Belt or Black Belt). After the assignment, the improvement team will fully complete the charter and propose to the top-level team for approval. A Project Charter is a living-document, it can change during DMAIC improvement phases.
